1

I

1

Council Meeting Minutes
-Apri 1 14,1987

Page 3

Council Business

Coune il Bus in;

Proper stated Wayne Leonard, Ramsey County Engineer, was present
to make a presentation of the southern phase of the project and to
update council on the northern portion. Proper indicated a deci-
sion needs to be made regarding the underground utilities on the
north portion, and advised council a petition with 30 signatures
had been received expressing opposition to underground power lines
on Long Lake Road.

Long Lake Pro
ject: North
and South
Status
Report 87-91

Proper suggested an Improvement Hearing be held in April for the
northern portion of Long Lake Road, at which time the underground
lines issue could be decided.

Leonard informed council the northern portion of the project has
been delayed pending approval of the Williams Pipeline issue by
Ramsey County; and noted nothing can be done until the attorneys
for Williams Pipeline have completed a review of Williams's plans.

Benke indicated ,concern for the length of the delay and asked if
the city could do anything to precipitate getting the project
going; Leonard believed Ramsey County would be seeing the plans
shortly, but encouraged New Brighton to do anything it could think
of to move the project forward.

Leonard further indicated the County would be doing everything
possible so the project in no way mirrors the contractor's perfor-
mance on the County Road 0 project; and indicated the contract re-
quires the sidewalk in front of Irondale Senior High School be
completed before road work begins.

Regarding the south portion of the project, Leonard highlighted
some of the areas, indicating changes in street width, street
curve, and right-of-way.

Leonard felt building the road 52, rather than 50, feet wide now
may alleviate limited state aid in the future because, as traffic
increases, bike lanes should increase accordingly; and indicated
that all agencies involved believe the bike trail crossing Long
Lake Road should occur at the signal light.

In response to Gunderman's inquiry, Proper indicated New Brighton
Park and Recreation Department is planning the trail, and Ramsey
County Park and Recreation will continue the trail down to the
Beach Road. Proper further indicated the numbers have been
unrealistically high for an underground crossing.
