<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 14~ 1987 <br /> <br />Page 4 <br /> <br />Leonard feels the trail can be coordinated; would like to see <br />sidewalks and curbs as part of Ramsey County's project; and, with <br />regard to scheduling the south portion of the Long Lake Road pro- <br />ject with the bridge reconstruction (1989), he stated Long Lake <br />Road would always be open to local traffic. <br /> <br />In response to Benke's concern, Leonard expressed confidence that, <br />although there is a risk in any elevation, reversing the crown and <br />maintaining the same construction on all of the Long Lake Road <br />curves is the best solution. <br /> <br />Regarding the 50 feet lane, Proper felt that even though the resi- <br />dents may not realize it at this time losing a piece of their <br />property will increase safety; Proper would like to see the center <br />lane narrowed to allow for additional footage in the bike lanes, <br />which would also move the traffic a little further from the homes. <br /> <br />With regard to a center left turn lane, Leonard indicated Ramsey <br />County stripes the road; when it is seal coated three years later, <br />the stripes can be changed and encouraged an arrangement for three <br />years and incorporating maintenance of the stripes into the agree- <br />ment. If bike lanes were eliminated, Leonard indicated the mini- <br />mum road width would be 36 feet. <br /> <br />Benke expressed concern that the plan be updated prior to a public <br />hearing and asked Proper to be sure the most current summary is <br />available for the residents at the April 28, 1987, public informa- <br />tional hearing. <br /> <br />Schmidt reinforced Benke's earlier comments that cooperative <br />understandings be reduced to writing because of changes that could <br />occur in staff and councilmembers. <br /> <br />Motion by Williams, seconded by Brandt, to SET AN INFORMATIONAL <br />HEARING DATE OF APRIL 28>> 1987 FOR THE SOUTH PORTION OF THE LONG <br />LAKE ROAD PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Williams asked when we need to make a decision on the underground <br />power lines; Proper stated as long as we are moving along, it may <br />be taken care of as part of the process. If there is a big gap <br />between the April 28th meeting and the Improvement Hearing to <br />order the project, he will have to come back between those two <br />meetings for council to make a decision and believes it should be <br />a part of the hearing. <br /> <br />Motion by Gunderman, seconded by Benke, to RECEIVE AND ATTACH TO <br />THE RECORD THE PETITION RECEIVED EARLIER THIS EVENING REGARDING <br />UNDERGROUND UTILITY lINES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />
