<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />April 14, -1987 <br /> <br />Page 7 <br /> <br />Utilizing the April 28, 1987, date for staff to report back and to <br />have the timeframe established for each violation and a procedure <br />to waive the time period for major cost items, Schmidt moved, <br />seconded by Williams, to DIRECT STAFF TO PREPARE AN ORDER TO BRING <br />THE BUILDING INTO COMPLIANCE AND TO HAVE IT BACK ON THE APRIL 28, <br />1987) COUNCIL AGENDA. <br /> <br />Beisswenger commented that Items 9, 10, and 11 can be rectified; <br />regarding lights on stairs, it becomes a cost factor that he would <br />rather not do pending future developments; however, he will do his <br />best to develop solutions with the city. <br /> <br />Benke felt the city agrees to be reasonable and yet meet its obli- <br />gations. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Kelley reviewed the staff report concerning the accreditation pro- <br />cess for New Brighton's Police Department, noting the standards <br />i ndi cate "what" ,but not II how" , thereby gi vi ng a great deal of <br />local flexibility; knows five people who have gone through the <br />process and they have volunteered to help New Brighton; and stated <br />an added benefit would be the production of a valuable marketing <br />tool. <br /> <br />Accreditation <br />Process for <br />Police <br />Department <br />Report 87-93 <br /> <br />Benke asked if the police staff is aware of the level of commit- <br />ment; Kelley stated he had discussed this with most of the ser- <br />geants, and a large number of officers (particularly those that do <br />better at staff work than others); all have agreed to the commit- <br />ment of going through the process, understand the value, and real- <br />ize it is a national standard the department is trying to meet. <br /> <br />In response to Benke1s inquiry, Kelley responded there may be some <br />disruption but sees no major ones; one of the positive aspects is <br />that practically the entire department gets involved in terms of <br />input. Kelley agrees this is training experience of professional, <br />growth; believes we can maintain street strength as it is. <br /> <br />Gunderman, feeling good about being a first class city and believ- <br />ing in the concept, asked about additional costs to meet the final <br />accreditation; Kelley responded there will be some costs but he <br />does not yet know what they might be (may be a budget request for <br />a word processing system, the people he talks to says you can not <br />go through the process without one because of the volume of writ- <br />ing that has to be done; holding cells), but indicated part of the <br />new building contains features which already meet the standards, <br />and noted the city already meets 85% of the standards. <br /> <br />Brandt expressed concerned about the collective bargaining (Chap- <br />ters 22 and 23); Kelley stated certain things should be done and <br />if, during any of the compliance, a particular concept is prohib- <br />ited by state statute or by a collective bargaining agreement, the <br />department asks for a waiver from the Commission. <br />
