Motion by Williams, seconded by Brandt, to APPROVE A TIlREE-YEAR AGREEMENT WITH LAW ENFORCEMENT LABOR SERVICES, LOCAl 113; AND TO AUTHORIZE THE MAYOR AND MANAGER TO EXECUTE THE AGREEMENT. 5 Ayes - 0 Nayes, Motion Carried Mike Gair, Gair & Associates, indicated the Old Highway 8 Corridor Study is a good plan and believes it has information that will be supportive and. helpful to developers; however, an important component of the plan which council has not yet seen is the Market Overview Study which Barbara Lukerman has prepared for the city in order to give some credibility to an otherwise planning document. Gair noted that Lukerman's report is an appendix of the report. Lukerman gave a brief overview of her Study which she accomplished by taking the major features of "the Old Highway 8 corridor and fitting them into the context of whether or not they were appro- priate for the location and absorbable in the amounts identified in the plan.- Lukerman's conclusion was that the plan is marketable, the uses identified can be absorbed, but cautioned the council about the pace of absdrption (does not believe the 275 acres can be absorbed in the next three to five years; believes it will take longer). Benke stated the city is working on a marketing plan to focus on the assets it has and asked Lukerman for her thoughts on which of the assets we might concentrate and how to increase our share of absorption.
