<br />1 <br /> <br />I <br /> <br />.1 <br /> <br />Council Meeting Minutes <br />March 24, 1987 <br /> <br />it wants to acquire the whole parcel, he believed the petition <br />could be amended which, potentially, would gain fifteen days by <br />adopting staff's recommendation. <br /> <br />Based on that information, Williams withdrew his motion. <br /> <br />Benke summarized by stating if council approves the recommendation <br />to initiate quick take proceedings, we have an option to quit the <br />process or amend it to include the entire parcel. <br /> <br />Gunderman asked if we are jeopardizing a future larger develop- <br />ment; Williams stated, from a development point of view, it may be <br />desirable to make them not developable. <br /> <br />Schmidt presumes all questions raised this evening will be <br />"addressed before or when an agreement is brought to council for <br />consideration. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />sinda has nothing to add to the staff report concerning a three- <br />year contract with the police union. <br /> <br />Motion by Williams, seconded by Brandt, to APPROVE A TIlREE-YEAR <br />AGREEMENT WITH LAW ENFORCEMENT LABOR SERVICES, LOCAl 113; AND TO <br />AUTHORIZE THE MAYOR AND MANAGER TO EXECUTE THE AGREEMENT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Mike Gair, Gair & Associates, indicated the Old Highway 8 Corridor <br />Study is a good plan and believes it has information that will be <br />supportive and. helpful to developers; however, an important <br />component of the plan which council has not yet seen is the Market <br />Overview Study which Barbara Lukerman has prepared for the city in <br />order to give some credibility to an otherwise planning document. <br />Gair noted that Lukerman's report is an appendix of the report. <br /> <br />Lukerman gave a brief overview of her Study which she accomplished <br />by taking the major features of "the Old Highway 8 corridor and <br />fitting them into the context of whether or not they were appro- <br />priate for the location and absorbable in the amounts identified <br />in the plan.- <br /> <br />Lukerman's conclusion was that the plan is marketable, the uses <br />identified can be absorbed, but cautioned the council about the <br />pace of absdrption (does not believe the 275 acres can be absorbed <br />in the next three to five years; believes it will take longer). <br /> <br />Benke stated the city is working on a marketing plan to focus on <br />the assets it has and asked Lukerman for her thoughts on which of <br />the assets we might concentrate and how to increase our share of <br />absorption. <br /> <br />Page 13 <br /> <br />Police Three-Year <br />Union Contract: <br />LELS Local 113 <br />Report 87-75 <br /> <br />Old Highway 8 Corri- <br />dor Plan: Market <br />Study <br />Report 87-76 <br />
