<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 24, 1987 <br /> <br />Ed Ross, Chairman of the Environmental Quality Commission, <br />reviewed a report which had been prepared by a special committee <br />of the E.Q.C. on the Army1s proposal to discharge treated ground- <br />water at the Twin Cities Army Ammunition Plant into the gravel pit <br />on site, and reviewed the maps he distributed as they related to <br />the report. <br /> <br />Benke summarized that if they put the water in the lake, because <br />it is so low is phosphorous, it would dilute and reduce the over- <br />all level as opposed to raising it, which appears to be the Army1s <br />reason for not doing it; Ross noted they were overestimating the <br />amount because of the way they were reading the results. <br /> <br />Schmidt felt the report was quite analytical and thought out, and <br />appreciated the efforts the E.Q.C. has given the issue. <br /> <br />Motion by Benke, seconded by Schmidt, to RECEIVE THE ENVIRONMENTAL <br />QUALITY COMMISSION'S REPORT AND REQUEST A REVIEW AND ACTION BY THE <br />CITY'S TECHNICAL CONSULTANT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke asked the council representative to convey the council1s <br />appreciation of the report to the Commission at the Commission1s <br />next meeting. <br /> <br />Locke reviewed the staff report concerning a development proposal <br />for the Second Street NW development area as well as the history <br />of the 8.8 acre area; and stated Gerald Sovell, Vice President of <br />Stuart Corporation, and Jim Senden, developer, were present to <br />make a presentation and answer questions regarding their proposal <br />and the possibility of a Development Agreement, appraisals, and <br />relocation analysis. <br /> <br />Benke summarized the proposal the council would be considering is <br />consistent with and supportive of the Old Highway 8 corridor and <br />comprehensive planning activities. <br /> <br />Senden, 507 - 17th Avenue N.W., stated his original proposal was <br />for completion of the project at one time; and noted the new pro- <br />posal also includes property west of Fifth Avenue and south of <br />First Street. <br /> <br />Sovell reviewed the history of the Stuart Corporation and the pro- <br />posal for the development. <br /> <br />Duncan Malloch, with the architectural firm of Walsh Bishop Asso- <br />ciates, Inc., reviewed the background of his firm; explained the <br />changes made in the plans since the Planning Commission meeting on <br />Tuesday, March 17, 1987; and reviewed the various plans for the <br />site. <br /> <br />Page 5 <br /> <br />Report from EQC <br />Special Committee <br />on Water Treatment <br />Proposal <br />Report 87-81 <br /> <br />Second Street NW <br />Development Project <br />Report 87-82 <br />
