<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 24, 1987 <br /> <br />Schmidt asked how many times the recyclable materials will be <br />handled; Hlavka indicated newspaper requires no processing, clean- <br />up, or pre-market handling, however, glass and metals do get the <br />benefit of some pre-market processing. <br /> <br />In response to Schmidt's question, Hlavka indicated separation of <br />the glass and metals would be a contract requirement of the haul- <br />ers. <br /> <br />Benke recalled the primary argument against organized garbage <br />hauling a few years ago was that the small firms would go out of <br />business; Proper felt the city could develop a hybrid scheme be- <br />tween open hauling and contract hauling to preserve competition as <br />other communities have successfully done. <br /> <br />Schmidt believes it is important for us to consider the next step, <br />which is to see the Metropolitan Council's report in terms of what <br />the efficiencies were that resulted in a reduced cost to the <br />residents. Schmidt believes there are a number of economic <br />premises that are at work, one is the haulers are jumping from one <br />neighborhood to another; by localizing it in such a way that they <br />would be responsible for a certain area, they could organize it <br />and it would be more efficient with some savings to the residents. <br />However, if we are thinking about efficiency, volume, the market <br />place, and economies of scale, presumably if you have one hauler <br />or fewer haulers that would like to be providing those services to <br />the cities and not so concerned about protecting vested rights <br />some of the haulers might claim they have because they are doing <br />it now, there should be a better savings in terms of a larger <br />scope of hauling that would be available to one or two contractors <br />rather than having five or six or more contractors out there. <br />Schmidt believes the whole issue needs to be analyzed carefully; <br />and bidding for the job{s) makes good sense and means a savings <br />to the residents. <br /> <br />Motion by Gunderman, seconded by Williams, to APPROVE AN APPlICA- <br />TION FOR RAMSEY COUNTY FUNDS TO ESTABLISH A CURBSIDE RECYCLING <br />PROGRAM FOR NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke asked staff to pursue the organized haulers questions. <br /> <br />Williams announced the Ramsey County League of Local Government <br />will be vi si ti ng the Newport facil i ty on April 23, 1987. <br /> <br />Page 4 <br />
