<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 24, 1987 <br /> <br />about forty percent less per household because the hauler would be <br />picking up at every house in an area rather than from residences <br />scattered throughout the city. <br /> <br />Benke suggested it would be to our advantage to proceed to an or- <br />ganized colleetion process as soon as possible; Fridgen indicated <br />that other communities have a contract stating twice a year <br />(spring and fall) there would be extra pick ups for accumulated <br />trash. <br /> <br />Williams stated container manufacturers are arguing if a deposit <br />goes on containers it will work against the recycling program; <br />Hlavka indicated the County is not sure what the impact will be on <br />a curbside recycling program, it could possibly increase the cost <br />but probably not by more than fifty percent and believes the <br />County could absorb that increase. <br /> <br />Fridgen pointed out that contracts with haulers are two-year con- <br />tracts so if things change drastically the contact could be <br />changed. <br /> <br />Hlavka indicated Ramsey County has some concerns about a fluctua- <br />ting market prices, but the County also believes the market capa- <br />city will be there and hopes to safeguard the contractors as much <br />as possible, and that consolidating glass and metal and processing <br />them at a central location will give the County a stronger posi- <br />tion in the market. <br /> <br />Schmidt reviewed the total cash flow economics of the proposal; <br />Hlavka indicated the contractor will be required to bring glass <br />and metals to Newport for processing, the contractors will be paid <br />by the city and, in addition, they can sell the waste newspaper. <br /> <br />Hlavka further indicated that all garbage haulers from Ramsey and <br />Washington Counties will be required to bring the solid waste to <br />the Newport facility; where they will pay a tipping fee in <br />proportion to the amount they have been paying at landfills. <br />Ramsey and Washington Counties will be subsidizing that tipping <br />fee and cost for disposal to keep it in proportion to landfill <br />rates. Hlavka indicated Ramsey County generates about 1,500 tons <br />per day of solid waste, based on a six-day basis. <br /> <br />Williams asked what will happen the second year of the program; <br />Hlavka indicated the County expects to continue the program <br />through 1990 and, in the meantime, will be encouraging an organ- <br />ized garbage collection system that will be an over-all waste <br />management system. If that doesn't happen, the County will prob- <br />ably continue the recycling service charge on the property tax <br />statements to fund the program. <br /> <br />Page 3 <br />
