t
..
NOTE - Should the. City adopt such a tax it is
my recommendation tYiat such tax be adopted
based upon long term needs of the City and
not to alleviate short term cash flow problems.
I am not aware of any grant monies available at this time, however,
should building design include solar energy features it is very
possible that such features could qualify for grant funds.
In summary if cost estimates and revenues prgjections are valid
the City could by controlling the construction timetable, construct
all projected improvements without bonding, should costs overrun,
revenues be over projected, the scheduling deviate or the Council
decide that alternate methods of funding are more desirable, .alternate
funding could provide part or all of the funds necessary for the
projected capital construction.
I trust this is the information required.

Vern
P.S. Total N.S.P. sales for New Brighton for 1979 amounted to
$4,124,657.96, at 4% this would have generated over
$160,000 in franchise revenues.
