City adopt such a tax it is <br />my recommendation tYiat such tax be adopted <br />based upon long term needs of the City and <br />not to alleviate short term cash flow problems. <br />I am not aware of any grant monies available at this time, however, <br />should building design include solar energy features it is very <br />possible that such features could qualify for grant funds. <br />In summary if cost estimates and revenues prgjections are valid <br />the City could by controlling the construction timetable, construct <br />all projected improvements without bonding, should costs overrun, <br />revenues be over projected, the scheduling deviate or the Council <br />decide that alternate methods of funding are more desirable, .alternate <br />funding could provide part or all of the funds necessary for the <br />projected capital construction. <br />I trust this is the information required. <br /> <br />Vern <br />P.S. Total N.S.P. sales for New Brighton for 1979 amounted to <br />$4,124,657.96, at 4% this would have generated over <br />$160,000 in franchise revenues. <br />
