<br />Council Meeting Minutes <br />March 10, 1987 <br /> <br />I <br /> <br />Announcements and Updates, continued <br /> <br />Brandt stated we are not being broadcast live this evening; the <br />Cable Commission will be reviewing the letters they received; and <br />they discussed a different basis for allocating votes for communi- <br />ties which is now based on population. If it is based on revenue <br />or subscribers, the effect on New Brighton would be an increase of <br />voting power. Brandt further reported emergency override numbers <br />for our area have been disconnected; SCholarships are available <br />for those who have completed one year of post high school educa- <br />tion and have demonstrated an interest in the communication area. <br /> <br />Schmidt reported cable television was discussed at the National <br />League of Cities conference and he and Benke had the opportunity <br />to discuss the present change of cable ownership with other <br />cities in our area; and discussed problems cities have had with <br />transfers and action by the cities served by North Central Cable <br />Commission. <br /> <br />I <br /> <br />Williams updated council on the Marketing program; recently they <br />held a brainstorming session; we are still waiting for a proposal <br />from Bob Hansen which will be received toward the end of the <br />month; will be getting together again toward the end of the month. <br /> <br />Benke announced the Ramsey County League of Local Government's <br />annual dinner meeting will be Wendesday, March 18, 1987. <br /> <br />Sinda reviewed three items from the AMM bulletin, copies of which <br />he distributed: <br /> <br />(1) Attempt at state level to charge six percent sales tax <br />for local government purchases, which is a back-door <br />way of raising property taxes. <br /> <br />(2) Motor vehicle excise tax that was started in April 1980 <br />to help pay for roads and bridges which have not been <br />used for those purposes and the roads and bridges are <br />deteriorating. Commission Braun, Minnesota Department <br />of Transportation, indicated they have enough money to <br />replace roads about every 130 years. Needs to release <br />the dollars to repair the roads and bridges and to keep <br />up a vibrant metro area and state. <br /> <br />I <br /> <br />(3) Regarding transit, the Governor is suggesting $5 million <br />be phased from our already certified Local Government <br />Aid. <br /> <br />From what he has heard, Benke stated between now and when legis- <br />lature finishes, a lot of effort should be taken by staff and <br />lobby groups. <br /> <br />Page Ten <br /> <br />Cable Update <br /> <br />Marketing Update <br /> <br />RCLLG Meeting <br /> <br />AMM Bulletin <br />Items <br />
