I

I

I

Council Meeting Minutes
March 10, 1987

Announcements and Updates, continued

Benke stated councilmembers had not yet seen the proposal, but
felt the first two days were some of the most productive since
we began the process.

Benke stated he and Schmidt then attended the National League of
Cities's annual conference, during which they attended various
policy meetings with discussions with other members of the League.
Benke summarized the NLC has made dramatic changes in strategy by
adopting a very specific attitude of developing and communicating
policies and positions on issues from a perspective of local
elected officials.

The League is now activating specific strategies to communicate
those concerns and positions to those individuals who identify
themselves as potential presidential candidates for the 1988
election; and will now begin educating and questioning candidates
regarding the concerns of local officials and the concerns of
the people they represent. This year's conference signalled a
change; strategy will continue in future years.

Schmidt added the trip to Washington to meet with the Minnesota
delegation was timed to coincide with the NLC to minimize costs
to the city. At the conference, they gained a perspective and
insite of issues facing other cities, made good contacts, and
networks were established with other metropolitan cities. Schmidt
stated although there is a cost to go, he and Benke received
benefits to serve their city and their country well, and recom-
mended that other council members seriously consider attending
future NLC conferences.

Page Nine

National League
of Cities
Conference
Report

Brandt stated Minnesota Department of Human Rights representa- Human Rights
tives shared with the New Brighton Human Rights Commissioners the Commission
fact that other local commissions are having similar concerns~ Report
because a Human Rights Commission has basically a mediation ./...11, Jd;;t.4.fL..
function.
