<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 10, 1987 <br /> <br />Council Business <br /> <br />Matilla briefly reviewed the staff report concerning a non-con- <br />forming use permit, special use permit, and site plan review. The <br />Planning Commission held a hearing on February 17, 1987, approv- <br />ing the truck weigh-scale and conditional items as outlined in <br />the proposed resolution. <br /> <br />Benke noted in both the Planning Commission comments and in the <br />staff report, there have been several occasions in the past of <br />various permits and approvals to which there have been conditions <br />attached. Because not all conditions were met and went unnoticed <br />by the city, Benke asked who should be responsible for monitoring <br />conditions. <br /> <br />Matilla stated the normal procedure is to follow-up on approved <br />site plans on a monthly basis and to coordinate the site plan to <br />be sure they are complying with landscaping plans, etc. <br /> <br />Benke stated once everything is in place, we do not go back to <br />be sure the landscaping is being maintained. Matilla stated <br />that if his department notices anything, they contact the owner, <br />but normally anything out of order would be reported on a com- <br />plaint basis. <br /> <br />Matilla agreed it would be an excellent idea to monitor sites on <br />computer. <br /> <br />As council is aware of another site plan condition that has not <br />been resolved, Gunderman stated he would like to review the moni- <br />toring system at another council meeting. <br /> <br />Benke suggested over the next few months council and staff should <br />be considering the strategy of relying on complaints instead of <br />routine enforcement. <br /> <br />Brandt asked if staff made an inquiry as to how long it will take <br />the applicant to bring items into conformance; Matilla indicated <br />the applicant has expressed a willingness to remedy the situation <br />which will be completed prior to a building permit being issued. <br /> <br />With regard to the areas of the drive to be sprayed, it does not <br />seem like there is a complete path through the site and Benke asked <br />if any followup had been done in that area. <br /> <br />Matilla responded affirmatively, and stated he met with the appli- <br />cant on that issue today and the applicant who will show a revised <br />plan; Matilla continued the applicant indicates after the permit <br />is used, the area could be expanded even further by June of this <br />year. <br /> <br />Page Two <br /> <br />Council Business <br /> <br />McGillis & Gibbs: <br />NC-78, SP-139, and <br />-207 <br />Report 87-68 <br />Resolution 87-25 <br />Resolution 87-26 <br />
