I

I

I

Co ncil Meeting Minutes
March 10, 1987

Council Business

A. J. Baumbee, Manager of McGillis & Gibbs since 1983, stated he
has been working with the MPCA to clean up the site and is hoping
to file a plan of reorganization within twelve months. Baumbee
indicated they did not want to spray the whole area because he is
not sure it would take care of the dust problem (the spray is
usually used on gravel and this will be on sand); wants to try
the most used area to see how it works ; reviewed plan with
council; invited staff and council to tour the facility at any
time.

In response to Benke's question, Baumbee stated the issue has
been resolved by installing a gate.

Motion by Williams, seconded by Schmidt to WAIVE THE READING AND
ADOPT A RESOLUTIONS MAKING FINDINGS OF FACT AND APPROVING NON-
CONFORMING USE PERMIT NC-78, AND SPECIAL USE PERMIT SP-139.

5 Ayes - 0 Nayes, Motion Carried

Motion by Gunderman, seconded by Williams, to APPROVE LP-207,
SUBJECT TO CONFORMANCE WITH THE BUILDING PLANS AS SUMITTED AND
SIGNED BY THE APPLICANT AND THE CITY PLANNER.

5 Ayes - 0 Nayes, Motion Carried

Berger introduced Pat Synan to answer any questions regarding
the proposed garden site and the request to have the fence
moved.

Benke asked if they wanted the fence moved or removed; Synan
asked if the fence could be moved and, if so, how far it could
be moved. Proper stated there appears to be a spot on the north-
east corner that would be available; would have to get a cost on
moving the fence from the fence company, but believes it will be
between $500-$1000 to relocate 120 feet of cyclone fence with
barbed wire.

Benke stated there is a cost factor involved, rather than any
constraints; Proper stated he had no objection to the use of the
site, but felt there may be some insurance liability concerns.

Synan stated the Centennial Garden will be continued in future
years; the New Brighton Lions are funding the project and believes
they will fund bushes and vines to hide the fence.

Gunderman believes this is an excellent project and an excellent
site.

Schmidt agreed with Gunderman regarding the site and wholeheart-
edly supports the project.

Page Three

Centennial Garden
Report 87-69
