<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 10, 1987 <br /> <br />Council Business <br /> <br />Motion by Gunderman, seconded by Schmidt, to APPROVE THE LOCATION <br />OF THE CENTENNIAL GARDEN AT SEVENTH STREET N.W. AND SILVER LAKE <br />ROAD UNDER THE WATER TOWER AND MAKE PROVISIONS TO HAVE THE CHAIN <br />LINK FENCE RELOCATED. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Judy Goepel, Centennial Coordinator, reviewed the Letter of Agree- <br />ment between Lance Belville and the New Brighton Centennial Commis- <br />sion. The Commission approved the Agreement and understands they <br />will pay $5,000 to Belville for his assistance in producing a <br />drama with a music score for performance at Stockyard Days and in <br />the future, and that the City would become the owner of the rights <br />of the play. <br /> <br />With regard to the language in the Agreement, Benke asked Goepel <br />if she was comfortable with the Agreement and that the City would <br />be receiving a quality product. Goepel indicated Belville con- <br />ducted a workshop with people from New Brighton; he realized they <br />were the people who should write the drama thereby making it much <br />more authentic; has been conducting workshops every week; he is <br />being used as a facilitator; he has done plays both ways (writing <br />and conducting workshops). Goepel advised that the people are <br />extremely pleased with it thus far. <br /> <br />Schmidt questioned the "rights" of the drama; Goepel stated be- <br />tween 20-25 people are at the workshop every Thursday evening; <br />believes everyone has been working in good faith; believes they <br />understand they are donating their time and talents for the drama. <br /> <br />Williams indicated the Commissioners had agreed the play and the <br />rights to it would become the rights of the city; Schmidt raised <br />the question of the individuals rights and suggested getting a <br />release or waiver to the rights. <br /> <br />LeFevere felt it might be good idea to attempt to secure releases <br />from all participants. <br /> <br />In response to Benke's concern, Schmidt believed it would be <br />appropriate for the Council to clarify what it is buying, and <br />s(;_~uri~g th~_\f>Jai~ers_~o<::larif,~__~h~~. - <br /> <br />Motion by Schmidt, seconded by Brandt, to APPROVE THE CONTRACT <br />BETWEEN THE NEW BRIGHTON CENTENNIAL COMMISSION AND LANCE S. <br />BELVILLE AND DIRECT THE CENTENNIAL COMMISSION TO OBTAIN FROM <br />LEGAL COUNSEL A RELEASE FORM TO BE SIGNED BY EACH OF THE VOLUN- <br />TEERS WHO IS MAKING A CONTRIBUTION TO THE PRODUCTION. <br /> <br />Benke believes we are receiving a high-quality endeavor and we <br />would like protect all of the contributors' interests. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Four <br /> <br />Centennial Drama <br />Report 87-70 <br />
