I

I

I

Council Meeting Minutes
January 13, 1987

Council Business, continued

Locke reviewed staff report concerning the condemnation of a
portion of Leier Estates located within Tax Increment Financing
District No.6.

Benke asked if Mr. Hedlund, the owner of the property, under-
stands the process; Locke indicate he does.

Motion by Schmidt, seconded by Williams, to WAIVE THE READING
AND ADOPT A RESOLUTION AUTHORIZING EMINENT DOMAIN PROCEEDINGS
AND ACQUISITION PURSUANT TO MINNESOTA STATUTES SECTION 117
RESPECTING DEVELOPMENT DISTRICT NO.1.

5 Ayes - 0 Nayes, Motion Carried

Williams asked for clarification that such authorization does
not obligate the city to purchase the property, but rather that
there will be an appraisal; Locke indicated there will be a
committee of appraisers to establish an equitable price on the
land. Locke continued this is a straight condemnation process;
if the numbers don't fit for city, we do not have to continue.

Berger had nothing to add to the staff report concerning the
1987 Centennial Commission's 1987 budget and noted Centennial
Coordinator Judy Goepel and Centennial Commission Co-Chair Roger
Blomquist were present to answer any questions.

Gunderman commended the Centennial Commission for its outstanding
job and moved, seconded by Williams, to APPROVE THE 1987 CENTEN-
NIAL COMMISSION BUDGET.

Benke stated the council very much appreciates their efforts to
date; and announced the Kick-Off Ceremonies will be January 22,
1987, in City Hall at which time a proclamation will be signed.

5 Ayes - 0 Nayes, Motion Carried

Berger had nothing to add to the staff report concerning the bids
for new furniture for City Hall.

Sinda noted the bids were expected to total about $160,000, and
the $106,000 for furniture and the $15,000 for chairs was a
pleasant surprise.

Benke felt the savings were realized when council decided to buy
all the furniture at one time, rather than spreading the total
purchase over a period of years.

In response to Williams's question, Sinda stated the furniture
is expected on April 1, 1987.

Page Fifteen

Condemnation Pro-
ceedings on Tax
Increment
District No. 6
Report 87-19
Resolution 8-8

1987 Budget for
Centennial
Commission
Report 87-20

City Hall Furniture
Report 87-23
