<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 13, 1987 <br /> <br />Council Business, continued <br /> <br />Williams asked if council will see plans prior to May; Parkhill <br />responded affirmatively and noted they have to be seen by the <br />lender. <br /> <br />Gunderman asked about variables relative to the two-story option; <br />Parkhill stated he has looked at potentially putting a second <br />story on the building in the southwest corner of the ell with non- <br />retail businesses (either office space or medical insurance). <br /> <br />Benke asked about going down; Parkhill saw no problems with a <br />Community Room in a lower level if engineer finds good soils; <br />Benke believed the soils by the railroad tracks may not be good. <br /> <br />Gunderman asked if Rice Creek Watershed District approval is a <br />problem on this type of a project; Locke did not believe there <br />would be a problem as the development goes through the process. <br /> <br />Williams summarized the history of the site; believes there is no <br />question that a redevelopment project on the site poses more risks <br />to the cit than the kind of projects we have been able to do in <br />the past; believes, along with an investment in city hall, unless <br />the city is willing to use a cautious but wise approach to devel- <br />opment on this site, it's likely not to happen; there are a lot of <br />questions which will continue to be raised; feels fairly confident, <br />given Parkhill's experience and the caution of our staff and con- <br />sultants, the city has the best information it is going to have to <br />move forward on the site. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING <br />AND ADOPT A RESOLUTION AUTHORIZING EXECUTION OF A DEVELOPMENT <br />AGREEMENT WITH THE BRIGHTON OAKS SHOPPING CENTER PARTNERSHIP. <br /> <br />Schmidt commented that if we really look at how difficult it is <br />to do a true redevelopment project (the costs of preparing the <br />land, relocating tenants, etc. as a project of this magnitude <br />requires), it is important to for us to reflect that all of the <br />development projects we have done in the past and the surpluses <br />that are being generated by those projects through careful plan- <br />ning and approach to development, will now make it possible for <br />us to actually assume the risks, but to minimize those risks as <br />we will with this project, and to be able to carry the city's re- <br />sponsibilities in doing a redevelopment project that most people <br />in the city have been talking about for years but never believed <br />would actually be possible. <br /> <br />Schmidt further commented that past staff and council, through <br />their work, have made it possible for us to finance our contribu- <br />tion to this project. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Fourteen <br />
