I I I Council Meeting Minutes January 13, 1987 Council Business, continued Sinda stated the current machine is bad; feels we need a heavy- duty machine because it gets a lot of activity; the features on the recommended copier will save time; and understands the copiers with the collating bin concept jams more. Gunderman appreciated Schmidt's comments relative to economics, but noted the worst thing is having a machine that is too small and would rather see the City buy a copier that is too big and feels it would be to our advantage to approve staff's recommenda- tion. Schmidt stated that sometimes a larger machine is purchased anticipating it will be grown into; feels the price is out of line with the required volume; asked if we were at maximum for the machines at the intermediate level; questioned if the machine is being purchased for the additional features rather than its capacity; we could buy two machines and still save money; we could buy one machine better than what is recommended for the Police Department; and indicated there are a number of options (leasing, etc.). Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND ADOPT A RESOLUTION AUTHORIZING THE PURCHASE OF A CANON NP-8570, A CANON AP-400 TYPEWRITER, AND A CANON PERSONAL COPIER 14 IN THE AMOUNT OF $16,995 FROM INTERNATIONAL OFFICE SYSTEMS, INC. (Note: Motion was later withdrawn). Sinda suggested the question be tabled for two weeks to allow for further study of the various options suggested during the course of the discussion. Schmidt indicated contracting out large copying jobs is an option which should be considered to save time and money. In answer to a question by Gunderman, Benke instructed that staff return in two weeks with results of further analysis. Schmidt suggested that staff rank the list of criteria; determine whether or not a 20,000 copy/per/month capacity machine would be sufficient if it only had 95% of the criteria; determine whether or not all features need to be combined into one machine with a larger capacity, or maybe have more than one machine with the smaller capacity (20,000); and consider purchase options as well as lease options, recognizing that capacity may grow (may want to buy/lease one now and buy/lease a second machine later). Schmidt specifically suggested staff look at the personal copier to see if it would really meet the needs of the Police Department, and noted that for an additional $50-.$100 more a typewriter with a larger display function and memory function could be purchased.
