,Basic Industries <br />August 15, 1984 <br />Page 3 <br />The technical aspect of `,the variance re.que'st<is that there do <br />.exist building design alternatives which would not require a variance. <br />.The practicle aspect of the variance 'request is that the site-has <br />' <br />limited good soils for which to build on and that Basic Industries <br />has grown to the extent that they need to take advantage of as much <br />of the good soils as possible. The applicant has stated that stepping <br />back the building addition to meet the required 40 foot setback would <br />be aloss of greatly needed building area. It is my opinion that <br />the practicle difficulties of poor soils and needed building. <br />area demonstrated by the applicant meet the conditions necessary for <br />a variance; unique and unusual circumstances and undue hardship. <br />RECOMMENDATION <br />Motion to recommend approval of LP-165 subject to the following <br />conditions: <br />1. Review and approval by Rice Creek Watershed District <br />for existing on-site drainage provisions. <br />2 Approval of VN-237. <br />3. Planting of two additional boulevard trees. <br />4. Approval of new curb cuts by Ramsey County. <br />5. Required parking for 155 vehicles be provided. <br />6. Conformance with site and landscape plans as <br />signed and dated by the applicant and City Planner. <br />Motion to waive the reading and adopt the attached RESOLUTION MAKING <br />FINDINGS OF FACT AND RECOMMENDING APPROVAL OF VN-237 to.allow for <br />less than th,e required front yard setback. <br />Brenda A.
