- 2 - <br />Mr. Drayna stated they were not aware a special permit was necessary <br />for an eight foot fence in the front yard. When Ron the Building <br />Official saw what was going in, construction of the fence stopped. <br />They talked with staff and Brenda Krueger explained the fence in <br />front of the building was illegal. They agreed at that time to <br />take the fence out i.f a permit was not granted. <br />Commissioner Livingston asked why the fence could not be even with <br />the building in front. <br />Mr. Drayna explained that another gate would then be required on <br />the west side of the building to get to the front .door.. <br />Commissioner Leverkuhn pointed out -that a gate would be cheaper <br />than 125 feet of fence. <br />Mr. Drayna responded that it was their desire to reduce the number <br />of gates and not block existing doors on the building. They were <br />also not in favor of a swing gate because it would inhibit snow <br />plowing and cover building entrances when open. <br />Commissioner Leverkuhn asked the applicant if he was concerned with <br />the problem of fire protection the fence would cause. <br />Mr. Draynastated he was not really concerned. He had talked with <br />the Fire Chief. The lock is a soft chain which can be cut with a <br />bolt cutter carried by the Fire Department and there is 14~ feet between. <br />the front of the building and the fence to maneuver emergency <br />equipment. The time delay to cut the fence would be a minute or <br />so in an emergency situation according to the Fire Chief. <br />Commissioner Leverkuhn clarified that the applicant's primary concern <br />was for security to prevent the .unauthorized removal of vehicles. <br />Mr. Drayna. stated concern was also to prevent people from driving <br />across the front of the building on the sidewalk. <br />Commissioner Livingston asked what the cost would be to move the <br />fence. <br />Mr. Drayna stated it would be about $350.00. <br />Commissioner Erickson asked if it was possible to attach the gate <br />!to the building, so i.t would slide along the building. <br />Mr. Drayna responded that there is presently a rock bed and trees <br />along the front of the building which would need to be removed. <br />The gate would also cover the windows when it was open during the <br />day. The 14~ fence setback from the building is also to avoid an <br />existing utility easement in the area. <br />Chairman Williams stated that one alternative would be to make the <br />fence as less obtrusive as possible by requiring plantings. <br />
