EXTRACT FROM MINUTES <br />NEW BRIGHTON PLANNING COMMISSION <br />NOVEMBER 20, 1984 <br />ROSEVILLE DIESEL, SP-120 7:50 P.M. - <br />Staff exp ained that as stated in her report the fence was 8:15 P.M. <br />already in place. The application is consistent with the <br />special. use permit guidelines. The applicant is present to <br />discuss why other fencing alternatives consistent with the <br />ordinance will not work. <br />Chairman Williams asked-the applicant why an 8 foot fence was <br />necessary. <br />Robert Drayna explained that a 3~ foot fence in the front will <br />not stop anyone .from breaking into the premises or stop people <br />from taking their trucks off the premises without paying for <br />repairs. People also think the drive is a public street, drive <br />into the rear yard and try to exit the property by driving around <br />the south side of the building and across the sidewalk and grass <br />in the front yard. <br />Chairman Williams stated a 3~ foot fence would probably help that <br />situation. <br />Mr. Drayna stated that a higher fence was needed to secure the lot <br />against theft. <br />Commissioner Leverkuhn asked how many problems the applicant had <br />had in the past. <br />Mr. Drayna explained there had been quite a few problems including <br />breaking into his storage shed and beer bottles and garbage throw n <br />on the property. Mr. Drayna stated they had initially tryed to <br />design the fence so the gate was at the rear of the building on <br />the northeast corner. This did not work because a rolling gate <br />blocked off the rear door of the building. They tried swing <br />gates flush with the front of the building but if they swung to <br />the west the sidewalk to the building was blocked and swung to <br />the east the gate blocked off one of the entrance doors to the <br />buidling and there would need to be a vehicle and a pedestrian gate <br />to the property which was not desirable. <br />Commissioner Leverkuhn asked why in the attached letter the <br />applicant would not remove the fence until next spring if a variance <br />was not granted. <br />Mr. Drayna stated that if they had waited to complete the fence <br />until a decision in December the ground would be too frozen to <br />complete the fence until spring. The three property lines fenced <br />in would be useless. <br />Commissioner Livingston asked if the applicant was aware a permit <br />was necessary. <br />
