The well on the northwest corner of.the site will be <br />hooked up to a 480 volt power supply by the applicant. <br />I agree with the applicant that the well will need to <br />be protected. However, as was discussed by the staff <br />and Planning Commission in 1984 there are alternatives <br />to secure the well without fencing in the entire area <br />north of the building. A small security shed may be <br />one alternative. I was contacted by PCA about the well <br />and fence. PCA stated that for their purposes they do <br />not need electricity hooked up to the well and can se- <br />cure the well with a locking cap. <br />3. It is apparent that snow storage for that area of the <br />site north of the building is a problem for.the applicant. <br />Because it is the nature of the applicant's business to <br />provide 24 hour emergency service for the repair of semi- <br />truck refrigeration units they must be able to maintain <br />access around their property at all times. The ability <br />of the applicant to operate the business might be impaired <br />if an alternate solution could not be found. This would <br />constitute undue hardship. <br />4. Old Highway 8 has 225 feet of right-of-way from Lowy Enter- <br />prises north to the City boundry. This right-of-way is ex- <br />tremely excessive. Large road right-of-ways have been <br />grounds for a variance in the past. In this case Thermo- <br />King's property line is 50 feet from the curb, thus their <br />building is setback 90-feet from the existing street. I <br />would consider the circumstances of the applicant somewhat <br />unusual because of the 90-foot front yard. Under most usual <br />circumstances a building would be located about 50-feet.from <br />the curb. <br />As I identified in my 1984 Staff report my greatest concern for approval <br />of this variance request is the long range use of the area behind the . <br />fence. This area is adjacent to the trailer truck parking area and over <br />time could be expanded (even though unintentionally) for parking and <br />storage: Parking and outside storage areas are prohibited in front yard <br />setbacks. The concrete curbing shown on the site.plan between the front <br />yard and trailer parking area has not;been installed as required by code. <br />This would further increase the chances for parking and outside storage <br />in the front yard setback. The applicant has stated that they do not <br />wish to install the curbing because it interferes with plowing and snow <br />storage efforts. In an effort to enhance the site the applicant has <br />provided two alternative landscape plans to screen this area of the site: <br />Ivy on the fence, or planting of techny arborvitae (techny arborvitae <br />is a dark green evergreen known for its excellent screening ability).
