f . SPECIFIC GUIDELINES I. PARK AND RECREATION AREAS AND FACILITIES Develop a comprehensive park and recreation areas and facility plan for the City in accordance with accepted standards ar7d special consideration related to specific needs and interests of the community. 1. Acquire undeveloped land on the fringes of existing parks for pur- poses of expansion. 2. Seek to develop a school-park complex thus making better use of existing open space through joint planning. (Example: Sunnyside) 3. Review existing park and recreation areas and facilities and then develop an intermediate approach to design in areas not considered in an attempt to provide more effective and efficient use of the areas and facilities. 4. Work with citizens and community o,~ganizations in the planning of all park and recreation areas and facilities. 5. Establish methods and procedures to acquire ice arena and nature center. II. RECREATION .PROGRAMMING Recreation Programming shall include all segments of the community; i.e. adults, teens, family, children, pre-schoolers, handicapped, and senior citizens. However, primary emphasis on new programs shall be in the areas currently described by this Department as inadequate or in areas which new facilities are being built. 1. Establish a drop-in type program for teens in the seventh, through twelfth grades allowing them an opportunity for informal unorganized gatherings. 2. Establish programs which are geared for the family as a unit in order to help bridge the communication gap that presently exists between members of a fam ily. 3. In establishing any instructional programs, emphasis shall be in "lifetime" sports and activities rather than activities which cannot be continued throughout life. 4. Submit at least two new programs for grade school girls. 5. Establish programs which provide opportunities for people to better understand, enjoy and appreciate our natural environment. 6. Establish community service projects to get people involved. 7. Establish a summer playground for the mentally handicapped to include free bus service to and from the program.
