Anders~~~`~~~x`ector <br />Park and Recreation <br />Re: Special Park Board Meeting <br />A special meeting of the New Brighton Park Board has been called <br />for 7:30 p.m. Wednesday, July"15, City Hall Council Chambers. <br />A memorandum of understanding between Ramsey County and City <br />staff will be available for discussion at the meeting. This <br />memo will attempt to further explain the master planning process <br />and provide a definition of terms within the joint powers agree- <br />ment. <br />Based on recent (July 8, 1981) staff discussions with Ramsey <br />County and. Metro Council representatives, it appears that in- <br />clusion of a clause. in the agreement allowing New Brighton to <br />unilaterally assume .control over the park will result in re- <br />jection of the agreement by Ramsey County and/or Metro Council. <br />I'believe that the political process rather than a potentially <br />unacceptable legal agreement, is the appropriate method to <br />deal with potential County default. <br />I restate my position that the joint powers agreement in its <br />present form is acceptable, I recommend approval of~the-agree- <br />ment in itspresent.f~~`m with accompanying execution of the State- <br />ment of Understanding. <br />
