Statement of Understanding <br />Regarding Long Lake Park <br />Whereas, Ramsey County and the City of New Brighton desire to enter <br />into a joint. powers agreement concerning the development, mainten- <br />ance and operation of -Long Lake Park, with Ramsey County a~ implementing <br />agency. <br />Whereas, both. parties desire to provide a framework for the implemen- <br />tation of said joint powers agreement, <br />Whereas, this document shall serve as a Statement of Understanding <br />of Ramsey County and the City of New Brighton as to that implement- <br />al-ion framework. <br />I. Master Plan <br />A. The City and County shall endeavor to work closely <br />to draft a master plan which contains a physical. <br />plan which seeks to control operational and main <br />tenance costs and. an operational plan. <br />1. The plan would be refective of a full service <br />facility with emphasis on nature conservancy. <br />B. The operational plan shall address the following <br />elements: <br />1. The services to be-provided by the County and <br />the City and their associated costs. <br />2. The design of recreational facilities as to <br />their expected demand (i.e. size of parking <br />lot and maintenance, number of picnic. sites <br />and site operation and maintenance, etc.) <br />3. Abase level of services provided by the City <br />and County necessary to maintain the .park as <br />an attractive, viable, and meaningful recrea- <br />tional facility. <br />4. Operational revenue sources, including user <br />fees, and how such fees can defray, in part, <br />operational and maintenance costs. <br />5. Long term operation and maintenance cost <br />revenue sources including tax levies, user <br />fees, permits, state grants, and dedicated <br />City and/or County funds. <br />
