MINUTES <br />RIEFING AND_D___ISCUSSION_ONAPPENDIX <br />CY PLAN <br />5 May 4, 1981 <br />RECREATION OPEN SPACE <br />ARY OF SYSTEM CAPAC <br />Charlie Smith presented the staff report. He stated that Appendix A is a <br />summary of the data collection analysis that has gone on over the last three <br />years regarding the revision of the Recreation Open Space Plan adopted last <br />November. He stated that several things taken into account for overall <br />planning or regional parks are: 1) Goals and objectives of the system in <br />providing recreation opportunities; 2) Variety of parks and activities. 3) <br />Site suitability and capacity; 4) interrelationships of sites - because there <br />are already about 35 operating parks the same service need not be provided at <br />every park; 5) equitable service; 6) Other system objectives - things outside <br />the regional system that the implementing agencies consider their objectives, <br />other Council objectives; and 7) Costs. Smith reviewed the types of data <br />gathered and the methods of obtaining that data. He stated that from .this <br />Council staff determined what people want now and used it to forecast what <br />should be provided by the year 2000. Also, within a year or two the data will <br />need to be gathered over again because the present figures are outdated. <br />Svendsen asked if any facilities are presently collecting data on their own. <br />Smith said that the HCPRD is doing so. <br />Bob Calleeod of HCPRD spoke before the Commission. He said HCPRD is supportive <br />of the work Smith has done and they feel it's a genuine effort in park and <br />recreation research. He stated that this type of research should be useful; <br />however, it should not necessarily be a planning directive. It is important <br />that emphasis be put on present pressing needs and not totally on future <br />development when working with the data. <br />Al Wittman of the Mpls. Park Board was also in support of the data collection. <br />He felt though that some of the report's information was difficult to <br />assimilate and a simpler version of the report should be put out. <br />APPOINTMENTS TO THE OPERATION AND MAINTENANCE TASK FORCE <br />The first meeting of the Operation and Maintenance Task Force was held on <br />April 30. Commission member Rolf Svendsen attended. He said that the Task <br />Force will be divided into two committees: one for distribution of funds and <br />the other for revenue sources. The meetings will begin with the entire group <br />meeting and after that they'll break down into the two committees. Copies of <br />each committee's minutes will be sent to all members. The meetings will be <br />held on the first and third Thursday of each month from 4:00-6:00. A <br />recommendation will be prepared for the Council by September 30. Svendsen <br />comments that there appears to be a good representation, and he'll regularly <br />make a report at each of the Commision meetings. <br />Perovich said that he is recommending James Casserly to the 0 & M Task Force to <br />replace Diok Carroll. Mr. Casserly was the original author of the park bill <br />and will have a lot to offer in the way of credibility and experience. <br />Nethercut pointed out that there are two members to the 0 & M task that are not <br />listed in the memo sent with the Commission packet. Those members are: Robert <br />Orth for Ramsey County and Mark Mahon for Bloomington. <br />
