M E T R O P O L I T A N C O.U N C I L <br />Suite 300 Metro Square Building,•Saint Paul, Minnesota 55101 <br />M E M O R A N D U M _ May 7, 1981 <br />TO: Metropolitan Parks and Open Space Commission <br />FROM: Parks and Open Space Staff, Robert Nethercut <br />SUBJECT: NEW BRIGHTON REQUEST FOR DESIGNATION AS THE <br />IMPLEMENTING AGENCY FOR LONG LAKE/RUSH LAKE <br />REGIONAL PARK <br />We met with Bernie Edmond s. (Assistant Director; Ramsey County <br />Parks and Open Space) and .Maurice Anderson (New Brighton Park <br />and Recreation .Director) regarding this matter. Three possible <br />actions were identified: <br />1. Reject New Brighton's request and transfer funds to another <br />project because Ramsey County is not going to proceed <br />2. Approve New .Brighton's request and change the policy <br />regarding number of implementing agencies <br />3. Designate New Brighton as an interim implementing agency anc? <br />see what happens in the future regarding Ramsey County <br />interest in the site. <br />The alternative of having Anoka County become the implementing <br />aoency was deemed politically unacceptable by both New Brighton <br />and Ramsey County (Elliott Perovich is contacting both Anoka • <br />County and Ramsey County commissioners and will report his <br />findings on May 18.) <br />Assuming that seeing a park operating there at an early date is <br />our primary objective we'd suggest the following based on our <br />conversation (no consideration of the Anoka County alternative): <br />1. The policy should not be changed. Limiting the number of <br />implementing agencies is logical and should be pursued. <br />2. .Designate New Brighton as an interim implementing aaencv. <br />This will allow park development and operations to proceed <br />under an approved master plan. <br />
