'l^ <br />2 <br />3. Review the matter in. conjunction with the next policy plan ~ <br />review--to be .done in 1984. The Metro Parks Act requires ' <br />that the Council review its System Policy Plan at least <br />every four years. This will be done in 1984. During the <br />coming three years additional information will be available, <br />other similar problems may be identified, and an operation <br />and maintenance funding system should be in place. A11 of <br />these factors should allow for a rational reasoned decision <br />to be made. <br />This approach allows for park development to occur now which - <br />is desirable from a regional needs perspective. This park's <br />anticipated service area is underserved now and this <br />facility will improve that situation. <br />This approach merely puts off the ultimate decision. But it <br />allows time to gather other information. A number of <br />possible changes could happen by then which could make the. <br />final decision obvious. Will other similar situations <br />arise? Will .operation and maintenance funding assistance be <br />available?' Will the government structure change? The <br />policy determination to continue to limit the number of <br />implementing agencies can be made in 1984 on the basis of <br />these additional facts. If Ramsey County is to re-assume <br />its responsibility then a suitable buy out arrangement can <br />be accomplished at that time. <br />r <br />DM 0 91A <br /> <br />
