Minutes 3 May 4, 1981 <br />Bernie Edmonds, Assistant Director of Parks for Ramsey County, spoke before the <br />Commission. He agreed with Anderson'sstatements and with the staff report. <br />He said the real problem is with financing. He said that Ramsey County doesn't <br />want to be responsible for the operation and maintenance costs for the park. <br />Perovich asked if the County is firm about not wanting money from the Council <br />to develop the park. Edmonds felt that they are so at this time. Maybe if <br />there was a change in the legislation for operation and maintenance funding <br />they would take a different stand. <br />Dean Masehka, member of the Metropolitan Commission,, expressed concern about <br />the delay of the park's development. He felt it would be a worthwhile <br />recreation area and that the dilemma should be resolved promptly. <br />Perovich said that there are options open. Maybe something could be worked out <br />between Ramsey County and New Brighton to have Ramsey County, acting as the <br />implementing agency, accept the money, and have an agreement for both to <br />operate the park. The issue could also be addressed with Anoka County, or any <br />other county that is interested. He felt an official contact should be made <br />with Anoka County and he stated he'd make contact with the Ramsey County <br />Commissioners. They may be receptive to a point venture on an interim basis <br />until the operation and maintenance funding is determined. <br />Nethereut said that discussions will be held~and the matter brought back at the <br />next Commission meeting. <br />COMMENTS ON MWCC 1981-86 CAPITAL IMPROVEMENT PROGRAM <br />Arne Stefferud presented the staff report. He stated that the Metropolitan <br />Waste Control Commission (MWCC) had submitted their 1981-86 Development <br />Pro ram to the Commission for review and comment. We are recommending one <br />minor revision to the Pro ram to correct inaccurate statements about Spring <br />Lake Park Reserve and two statements supporting actions of the MWCC on projects <br />affecting the regional park system. <br />Svendsen questioned if the Program gave a comprehensive plan of how the <br />Cottage Grove plant would be expanded and if that would affect the park. <br />Stefferud answered that the Program calls for screening of the expansion so it <br />would not be visible from the park. <br />Svendsen moved approval of the recommendation and was seconded by Wirtanen. <br />That the Metropolitan Parks and Open Space Commission submit the following <br />comments regarding the MWCC 1981-86 Development Program to the Metropolitan <br />Waste Control Commission and the Metropolitan Council. <br />1. The Metropolitan Parks and Open Space Commission supports the alternatiave <br />of expanding the Chaska sewage treatment plant over closing it and <br />conveying the sewage through interceptors in the Lower Minnesota Valley <br />National Wildlife Refuge and Recreation Area. <br />2. The Commission supports the screening of the Cottage Grove Sewage Treatment <br />Plant expansion from South Washington County Regional Park. <br />
