The City is at its <br />levy limit, and a 6~ increase in the levy limit base is <br />currently allowing a General Fund budget increase of <br />around $100,000 per year. With non tax non State-aid <br />revenues fairly constant, the City's General Fund will be <br />fortunate to fund current services in 1980 unless a new <br />revenue source can be found. We must discourage substantial <br />operating (=ollUtritmentS which could be assumed by others <br />such as the Long Lake regional park. <br />I hove some recommendations based on my thoughts and <br />concerns explained above, itealizing that the issue is <br />sensitive I don't wish to publicly refute the proposed <br />joint powers agreement which has been drafted with City <br />staff input. Nor do :I have a feel for how adamant the <br />City Council is about sharing responsiblities for the <br />park.. However, if the City Council does have any dout~ts <br />about a joint sharing for tyre park, I believe that we <br />must communicate those to the County staff prior to <br />action by the County Board so we don't embarrass either <br />their staff, our staff, th~:ir Board, or you by publicly <br />challenging an agreement that appeared to have been prepared <br />to the form requested by the parties. <br />Recornmenda tion <br />1. That the City Council take a preliminary position on <br />the joint City - County Lang Lake Regional Park .and <br />communicate that to the County staff. <br />2. 'P hat the following suggestions be considered by the <br />City Council: <br />a) 'Ib suggest to County staff a lease of City of New <br />Brighton owned regional park property to Ramsey <br />County, .and to recognize that with Ramsey County <br />designated as the implementing agency, that they ' <br />do have. primary resp~rrsiblity for development, <br />maintenance, and the ultimate operation of the <br />Lorry Lake regional park. (It is understood by this <br />recorrunendatian that the City would be able to input <br />the decision makinr~ process with the County throughout <br />the development stage and in regard to suggestions <br />as affects operation and maintenance.) <br />b) `I'o encourage the Co wzty to contract with the City <br />for certain operating and maintenance, and programming <br />activities, upon cornpletian of the park. <br />enna.s y a ' <br />City Manager <br />
