Zyl1a, City Manager
From: Maurice H, Anderson', Qi~eCtor Park and Recreation
Re: Lone Lake Park, Development, Operation and Maintenance
The City of New Brighton currently has all its options for
Lonq Lake Park s-till open. Those options include: complete
development and operation by an outside agency, Ramsey County,
DDIR, Metro Park system, etc.; complete development and opera-
tion by the City or some combination of the two options.
The Council has requested a study on the feasibility of. total
City development and operation of the facility.. 1lnother sim.i.-
lar option that should be explored is that of metro funded de-
velopment and city operation. Although the Metro Council .has
taken a position in opposition to smaller municipalities acting
. as implementing agencies for regional parks there-still exists
a possibility of New Brighton being so designated.
The Ramsey County Board has not taken an official position on
regional parks except to request operation and maintenance
funds from outside sources. The implication of their actions
to date are that the county will not become actively .involved
in reg.iona.i park activities for some tine to come. The resolu-
tion recently adopted by the City Council and sent to the
County should provide us with some additional direction as to
the county's future plans specifically for the Long Lake/Rush
Lake property.
The cost projections used in this report are derived from
Metro Council's development estimates and Ramsey and Hennepin
County operation and maintenance estimates. The estimates
are only estimates and are using 1979-$0 dollars not adjusted
for inflation.
