It is impractical to detail the entire process, <br />however I will list the agencies involved and attempt to ex- <br />plaintheir involvement.- <br />City of New i3riyiiton <br />-Purchased 109 acres of the site in 1870 <br />-Requested regional designation of park from Metro Council <br />in 1974 <br />-Approved development concept plan January 1979 <br />-Park Board recommended joint powers agreement to Ramsey <br />County for operation and maintenance of site <br />Ramsay County <br />-Purchased Rush Lake portion of site in 1975 with Metro <br />Council funds <br />-Staff prepared concept plan and drafted joint powers a ree- <br />ment for operation and maintenance. Currently studying <br />costs of operating and maintaining regional mark system, <br />expect to (rave County Board consideration 5/27/80 <br />-County Board action on joint powers agreement with New Brightc,n <br />and subsequent. park master plan August 1980 <br />Metropolitan Co~.rncil <br />-Allocated funding for development of regional park <br />-Will not release funding unti_1 operation and maintenance <br />responsibilities are determined, <br />As c:an be seen by the preceding information the log j m is <br />occurring at the Count let>> a <br />Y ~.l where the County Board is trying <br />to deterrriine i.f they wish to get into the regional park business, <br />At t!-iis t imc: i t i s impossible to determine what course the I3aard <br />will choose sine the staff re}:port is not due in the county admire- <br />istrator~ office until May lst and will likely not have his comments <br />for a ',~c'_~'k or two later, Once the County Board has reached a de- <br />cision on the rec}ional system, the City can choose its course. In <br />response to a ciuesti:on p~rCad by the Counca.l as to whether there <br />was a way to s~~~rE'd up the county process, I am not aware of any ex- <br />cept to conunutricate regularly with County Board members expressing <br />concern. <br />
