Specifically, the City requests that the <br />matter be p~,aced on the County Boards ayenda and that the <br />City of New Brighton be giv~;n the opportunity to pxesent <br />the Resolution. <br />We are aware that the Board, through it's conunittees, has <br />discussed regional park maintenance and development and <br />has taken a position before the Metropolitan Council advocating <br />regional park funds foz maintenance by some non-property <br />tax source. iiowever, the Park Commission and the City Council <br />of New Brighton are very concerned about expediting the Long <br />Lake/Rush Fake Regional Park project and foresee that non- <br />County property tax Support for regional parks has some <br />major hurdles to overcome. These hurdles would include the <br />support of the Metropolitan Council and broad support from <br />metropolitan counties and cities.' Moreover, a bill would <br />have to be introduced and passed by the State Legislature. <br />While we don't conclude that these efforts are impossibilities, <br />we see the probability of sorn~; non-property tax County support <br />for operation and maintenance of regional parks to have a <br />rather low probability or success, at least in the short run. <br />Specifically, our Resolution requests information from the <br />County Board of Commissioners as to whether tiie }3oard accepts <br />their designation as implementing agency for the L"or~c~ Lake/ <br />Rush I.akc~ Regional Park, and how -this project may be expedited. <br />• <br />
