They also have expressed a willingness to work with the <br />people who made the other 14 proposals to try and accommodate <br />their projects downtown. The difference between the sma1T <br />project proposals and the master developer proposals is more <br />than simply a difference in project size and character. <br />Inherent in the master developer proposals is a very different <br />role for the City, in the management and implementation of the <br />Downtown Development Plan than is the case with the smaller <br />proposals. Selecting an exclusive master develo-per for the <br />downtown area would place primary responsibility for marketing <br />downtown, coordination of development efforts and general <br />orchestration of downtown development process in the hands of <br />the developer. Selection of one or .more smaller development <br />proposals would require the city to play the management role of <br />a downtown master developer. <br />This basic difference between the <br />proposals makes comparison of the <br />developer proposals inappropriate. <br />two (2) categories of development <br />small proposals with the master <br />To evaluate development proposals and ultimately decide with whom <br />Joint Planning Agreements will be concluded the City must first <br />establish whether it wishes to act as the master developer of <br />the downtown district itself or whether it will delegate this <br />responsibility by selecting a master developer from among the <br />development proposals the City has received. <br />The single exclusive developer or master developer approach to <br />the redevelopment and revitalization of downtown New Brighton. <br />offers many benefits to the Community. These benefits include: <br />lj Ease of administration. Probably the primary advantage <br />to the City of following the master developer approach <br />to redevelopment of downtown is the simplicity of public <br />administration of the project inherent in working with <br />only one developer. Only one Joint Planning Agreement <br />and only one Joint Development Agreement needs to be <br />negotiated and monitored by City staff if a single master <br />developer is chosen. The problems inherent in coordinating <br />multiple developers, making decisions-about which site .. <br />each individual development will occupay, arranging for <br />public assistnace, and coordinating the timing of all of <br />the individual projects become the responsibility of the <br />master developer rather than the City. <br />2) Consistent design theme. A single master developer carrying. <br />out the design and potentially much of the new construction <br />downtown .insures that a consistent quality-and design theme <br />is followed throughout the downtown district. While <br />City input into the design decisions will still be <br />needed, publicly prepared detailed design standards <br />probably would not be needed. <br />-2- <br />
