November 4, 1981 Park Board Minutes <br />Page 2 <br />Grimshaw commented that the problem is not with the County, it is <br />Met Council. <br />Polzak said Met Council wants to give the money because it-is dual <br />(City/County) ownership. Ownership gives you rights. These rights <br />can be contracted away. No one has objected to letting the County <br />use or lease rights. <br />Anderson said that. Met Council doesn't want money back. They want <br />to develop the l-and. They have a policy of eliminating small, local <br />governments from being implementing agencies. Ramsey County said <br />they .would. give us Rush Lake, Met Council said no development unless <br />all land is the County's, <br />Polzak said he is not saying they have to own the property but have <br />property rights. :Met Council should determine what they want in <br />park property life.. tae can tie purchase option to conditions. We <br />can dream up things that will negate purchase. We have to be smart <br />and think they may want to.sell'out, <br />Schmidt said there was some discussion on this proposal with Dennis <br />Zylla, previous City-:Manager.. Have reservations about the proposal <br />because of the complications with the three agencies involved. <br />Polzak said one .agency can have control. The guy from Anoka on Met <br />Council is real receptive to this,' If interested, it will take some <br />time and some ;risk. There are disadvantages to the County. What do <br />you want for the City? If you have what you want then you don't need <br />this alternative. Maybe in 20 years someone will be thankful for the <br />opportunity to regroup. <br />Gunderman asked Johnson if he would like to take a look at this in <br />depth and determine if it has merit... <br />Johnson said he has always been interested, If it was a hard .rule <br />that the land had to be transferred, cant believe this has never <br />come up before. <br />Anderson said this policy was formally adopted by the Met Council in <br />late 1980 or early-;1981. <br />Polzak-asked Anderson if he is saying no way. <br />Anderson said he is not saying a policy can`t be changed. -Think it <br />would be appropriate to pursue it and put something in writing. We <br />can talk about it forever but have to give them something in writing <br />and it must be in clear terms. <br />Gunderman asked Polzak if he was willing to help. <br />Polzak said there must be someone else in the City, Are there consultants <br />that can play with the financial aspect of the project. <br />Johnson said our-new mayor might be a possibility. <br />Gunderman said he agreed with Anderson that. if we don't get it in <br />writing it will-die. Need one Park Board person to work with someone. <br />
