July 15, 1981 Park Board Minutes <br />Page 10 <br />Debbie Meyers, resident, asked when the concept plan was approved <br />by Ramsey County. <br />Anderson said about two months ago. <br />Meyers asked why we are dealing with a plan about 10 years old- <br />Anderson said the concept plan was approved by the City Council <br />in 1978. How things are designed, location, costs,..etc. are <br />what will be in the master plan. We have a skimpy skeleton and <br />are trying to put meat on it. <br />Meyers.said she doesn't understand why we need a park that size. <br />Anderson said this will be one of the smallest regional parks in <br />the Metro area. <br />Gunderman asked.for comments and concerns from the Park Board <br />on the joint powers agreement. <br />L. Vabian, resident, asked who will give the final say on the <br />master plan. <br />Gunderman said the Park Board will look at it first and then on <br />to the Council. <br />A resident asked if the residents will have input. <br />Gunderman said yes in the planning. There will be a committee. <br />of 3 people from Long Lake, 3 not on the lake and 3 Park Board <br />members. <br />A resident asked will there be meetings. <br />Dahl said she wanted to clarify something. If we would suggest <br />to the Council, approval of the joint powers agreement and the <br />Statement of Understanding, as adendum, is this committing us <br />to. start the master plan <br />Anderson said that's his understanding. <br />Fornell said there is a final check point by the City Council and <br />Ramsey County on the master plan. <br />Anderson said without final approval of the master plan, there <br />is.no commitment by the City. <br />Benke said that is his understanding. The City Attorney will <br />look over before City Council approves. The City Attorney has <br />it now to review. We start at ground zero if it's not approved.
