Have to face it head on - <br />one more step toward development of the park. <br />Reed said.it seems logical to proceed. Don't see what the <br />market value has to do with this proceeding. <br />John. Stepanchak, 1748 17A St., stated the origninal property was <br />purchased for a park for New Brighton. Are the people of New <br />Brighton going to sell. <br />Anderson said it doesn't require a referendum to sell as long as <br />it stays a park. The City acquired the property for park and <br />public purposed. No where does it say; that it will be a New <br />Brighton Park. According to the City.Attorney we don't have to <br />have a vote for referendum, though we could. <br />Anderson said there is precident for doing what we are doing. <br />Transfer has taken place - same process in Hennepin County with <br />Eden Prairie and the Hennepin County Park Reserve District. <br />A resident asked where the $700,000 goes. <br />Gunderman said the City Council decides where it is used. <br />Mary Polzak asked if we can afford to police the future park, <br />why is it we can't afford it as it sits. <br />Gunderman said the roads, etc. cost alot of money. <br />Polzak said who says they need roads. <br />Gunderman said the concept plan was derived by resident input. <br />Johnson commented that we have no access except through Ramsey <br />County. <br />Polzak said that was poor planning. <br />Cobb said that we can't get Met Council funds. He recalled reading <br />that New Brighton.was trying for implementing agency status. Then <br />we could still go back to Met Council and ask for implementing <br />agency status if we can't agree with Ramsey County. <br />Gunderman said that aspect was reviewed but it never went any place. <br />It has been the intent of the Council to be a regional park since <br />1974. We still do alot of talking about it but the decision to <br />make this a regional park was made in 1974. <br />Anderson said that.was our-request. Cobb is right. We could go <br />back and ask for implementing agency status and prove that we did <br />work with Ramsey County in good faith. That option4is always there.
