July 15, 1981 Park Board Minutes <br />Page 8 <br />Pat Commers, 1732 14th Ave. N.W., stated she called Ramsey County <br />and inquired about the master plan. They said they are doing the <br />plan but do not plan to have New Brighton resident input. She called <br />later and asked the same question and was told the same thing. <br />Gunderman stated.he did not know who she talked with but Ken Simons <br />and Bernard Edmonds are the two main contacts the City has. This <br />is not a typical process.for the County. <br />Commers said they told her that they'll do the plan but won't <br />listen to input. <br />Gunderman said if they don't listen, there won't be any starting <br />point. <br />Commers said the County will be preparing the plan. <br />Anderson said that is correct. They can draw the plans for the <br />next 40 years but if New Brighton doesn't agree, there is no plan. <br />We become part of the power structure. We have to agree to the <br />plan. <br />Fornell said he believed it is a statutory agreement. <br />Anderson said yes he also believes it is. <br />Mark Fonken, 1753 14th Ave. <br />operating remarks. We want <br />choice but to go along with <br />the line if we disagree, we <br />could continue. Ramsey Cou: <br />the line. <br />N.W., expressed concern with the <br />the park developed so we have no <br />Ramsey County. What happens down <br />will be in the same position. This <br />my owns the park all the way down <br />Gunderman said that if we want to use Metro Council funds ear- <br />marked for the park, that is correct. <br />Fonken said it will always be Ramsey County making the decisions <br />for the City and the City will have to go along with it. <br />Gunderman said we will be working jointly with Ramsey County. <br />Fonken said his only concern is everyone keeps restraint - <br />don't want to back up. <br />Dahl reminded everyone that we have a concept plan and Ramsey <br />County has agreed. Residents have been helpful in putting it <br />together. The plan will.not change drastically: Looking at <br />details in the.master plan that have not been addressed yet. <br />Dale Reed, resident, said some residents fought the concept <br />plan. It was never agreed to by residents. The Council voted <br />3-2 in favor of it. A number of residents spoke in opposition.
