NEW BRIGHTON PARK BOARD MINUTES <br />SPECIAL MEETING, JULY 15, 1981 <br />I. Meeting was called to order at 7:30 by Chairperson Gunderman. <br />II. Members Present: Carlson, Dahl, Grimshaw, Gunderman, Hogan, Johnson, <br />Solberg <br />Members Absent: Olson, Van Hatten, Council Representative Schmidt <br />III. Minutes of July 1, 1981 Meeting <br />No Action <br />IV. Correspondence <br />None <br />V. New Business <br />None <br />VI. Old Business <br />A. Long Lake Joint Powers Agreement <br />Gunderman opened the discussion by saying that tonight the dis- <br />cussion would be on the Long Lake Joint Powers Agreement between <br />New Brighton and Ramsey County. Would like to focus our attention <br />on the joint powers agreement and not get off the track. <br />Anderson read the motion from the July lst meeting relating to <br />the amendment to the joint powers agreement. The minutes have <br />not been approved yet. The motion was taken to Ramsey County <br />staff and Met Council staff. The City.asked what would happen <br />if this was added to the joint powers agreement. They stated <br />it was not necessary and if it was included the agreement would <br />be rejected by Ramsey County.and possibly Met. Council. Maurie <br />Anderson, Arly Gunderman, Jim Fornell, and Bernie Edmonds met <br />and put together the Statement of Understanding that would put <br />together components of what New Brighton expects to happen <br />while working through the master plan process. The Statement <br />of Understanding is primarily for the two staffs to use as a <br />guide in preparation of the joint powers agreement. <br />Gunderman stated that all items in the joint powers agreement <br />were incorporated into the Statement of Understanding. <br />Anderson went through the Statement of Understanding making <br />explanatory comments on a few items: <br />I. Master Plan <br />A. City and County are going to do as good a job as they can. <br />1. Intent is to have the park provide recreational <br />activities for people as the Park Board identifies <br />with empsis on nature conservancy. Will do this <br />in as sensible way as possible and will contact <br />people with expertise in wildlife preservation.
