July 15, 1981 Park Board Minutes <br />Page .2 <br />B. The operation plan shall address the following: <br />1. The plan would reflect nature conservancy. <br />2. Detail description of the plan, costs of operation <br />and maintenance, numbers of people and where they <br />come from will all be listed here. <br />3. It will be difficult to define the base level of <br />service but it will be attempted in the master plan. <br />4. Expected revenues <br />5. Extension of budget <br />6. Ways of controlling users such as fees and scheduling. <br />II. It may be 5 or 10 years before full development of the plan. <br />There may be elements in the plan that may not be addressed <br />immediately. <br />III. This is a restatement of what is in the joint powers agreement. <br />We will be communicating with Met Council continuously. <br />IV. The City and County agree to review the joint powers agreement. <br />This document has been reviewed by the City and County staff. <br />Gunderman asked the Park Board for comments and review. <br />Solberg said she would like to leave the previous amendment out <br />and go ahead with the joint powers agreeement. In previous <br />meetings she has attended with Ramsey County she learned they <br />are dubious. If we don't do something now, we may lose every- <br />thing with Ramsey County. <br />Johnson stated he totally disagrees. Doesn't care if Ramsey County <br />says no. We have the trump card with the land. He totally supports <br />the amendment. <br />Grimshaw asked why and who are against the amendment? Who controls <br />the land? Is it Met Council or Ramsey County or both? <br />Gunderman responded that Ramsey County would buy the land from us. <br />That.money can be used to develop the park. If we.hold on to it - <br />it doesn't work. The longer we hold out, the more we lose. We <br />will have the best of both worlds if we approve the joint powers <br />agreement. If you look at.the Statement of Understanding, it <br />attempts to provide all the control that the amendment does. <br />Ramsey County will say take a walk. The pressure is on us, they don't <br />care. <br />Johnson said we will lose our only trump card. <br />Gunderman asked what do you want the County to do? We have to <br />trust someone. <br />Grimshaw asked when the next review would be after 1984. <br />Gunderman said you have to trust your County officials. Look.. <br />at their track record-of what they do in other parks. The parks <br />look good.
