It <br />would be nice if we could hold onto the check but if it's not <br />feasible, he basically supports the joint powers agreement. <br />Gunderman said we have asked Met Council if we could hold onto <br />the land. They said there isn't anyway to be the implementing <br />agency. <br />Johnson said we should hold out as long as we can. <br />Gunderman said if New Brighton doesn't take development money, <br />they can spend the money somewhere else. <br />Johnson said they want the land developed as a regional park <br />and we should use that as leverage. <br />Anderson said they have other sites to be developed they could <br />use the money for. He was guessing that possibly this year and <br />next year the City might possibly get reimbursement but after <br />that possibly no. Don't see any legal way to develop the park <br />if the land is leased from the City. Metro Council needs the <br />title transfer. <br />Johnson said we went through a similar thing with the golf course <br />and it was legal. <br />Anderson said it was not the same. <br />Gunderman asked.Johnson what would you recommend. <br />Johfison said lease the land and we maintain ownership. We can <br />reevaluate that in 3 or 4 years. <br />Gunderman said there is close to $3 million development scheduled <br />on our property. Met Council will not do that based on a lease. <br />Carlson asked why the joint powers agreement was set up for 1984 <br />review. The development will not have been completed by then. <br />Understand the reasons given at the last meeting but can it be <br />written for a longer period of time. <br />Anderson said that Met Council will probably go along. Ramsey <br />County probably wouldn't. The Board is very determined. They <br />will get money from Met Council for operation and maintenance. <br />The date could have been earlier or.later but it was Met Council <br />who helped set the date. <br />Johnson said if we default., it doesn't matter because Ramsey <br />County has the land. If we back out there is no recourse. <br />Hogan said he can appreciate Met Council's position in not <br />wanting to give up the money to something not owned. <br />Dahl stated she keeps hearing from the Park Board that they <br />want'guarantees. If we are going after something guaranteed <br />the park will never be developed. The Statement of Understanding <br />covers what we talked about at the last meeting. We have a commitment <br />to our residents and to Ramsey County residents in support of Ramsey <br />County.
