July 15, 1981 Park Board Minutes Page 8
Pat Commers, 1732 14th Ave. N.W., stated she called Ramsey Count
and inquired about the master plan. They said they are doing th
led
plan but do not plan to have New Brighton resident input. She ca,
later and asked the same, question and was told the same thing.
Gunderman stated he did not know who she talked with but Ken Simons
and Bernard Edmonds are the two main contacts the City has. This
is not atypical process for the County.
Commers said they told, her that they'll do the plan`but'won't
listen to input.
Gunderman said if they -don'listen, there won't be=any starting
point..
Commers said the County will be preparing the plan.
Ariderson.said, that is correct. They can draw the plans for the
next 44 years but if New Brighton doesn't agree, there is no plan
We become part ofthe power structure. We have to agree to the
plan.
Fornell said he believed It is a statutory agreement.
Anderson.said yes he also believes it is.
Mark Fonken, 1753 l4th Ave. N.W., expressed concern with the
operating remarks, We want the park developed so we have no •'
choice but-to go along with Ramsey' County.- What happens down
the `line if we disagree, we will be in the same position. This
could continue. Ramsey County owns the park all the way down
the line.
Gunderman said that if wewant to use Metro Council funds ear-
marked for the park, that is correct.
Fonken said it will-always be Ramsey County making the decisions
for the City and the City will `have-to go along with it.
Gunderman said we will be working jointly with Ramsey County.
Fonken said his only concern is everyone keeps restraint
don't want ;to back up
Dahl reminded everyone that we have a concept plan and Ramsey
County, has agreed. Residents have been helpful in. putting it
together. The plan will not change drastically. Looking at
details in'the.master plan that have not been addressed yet.
Dale Reed, resident, said some residents fought the concept
plan. It was never agreed-to'by-residents. The Council voted
3-2 in favor of it. A number of residents spoke in opposition.
