July 15, 1981 Park Board Minutes Page 7 <br />Gunderman asked how Polzak will be working with Don Lais,.City <br />Attorney. <br />Polzak said they will try to resolve it practically, <br />Pat' Cobb," 1700 '19A St. N.W.,' as a .lay person °looking at the <br />'Statement of Understanding is putting,the horse before the cart <br />It leaves open'alot for the County. Don't have full understanding <br />but it ;looks like New Brighton may be committed to elements that <br />may never have control. Statment of Understanding is basically <br />to lay down direction. In the joint powers agreement, the City <br />is being tied down to a large portion of maintenance and police <br />which could be a large amount. At the last meeting he understood <br />the City would be, reimbursed but by this document, no. Police and <br />beach will be a large portion of the maintenance costs. City will <br />be deeding property to the County for terms unknow and`park de- <br />velopment unknown. Jumping into commitment that New Brighton <br />should., not be committed to at this time. Ramsey, County has no <br />commitment. ; We provide police and fire protection and operate <br />the beach and the County does nothing. <br />Gunderman,said that's basically.what the master plan will do. <br />We can't develop the master plan with a ghost. <br />Cobb stated he accepts the--Statement of Understanding' where <br />. hopefully things will be in good faith, but when the joint <br />powers agreement is signed the City is committing itself. <br />Anderson said that it i's confusing. The Joint powers agreement <br />commits the City to,proceed,;_to:develop.the master plan for the <br />City and County to adopt. But unless there is agreement, there <br />is nothing. If we -turn over :land ' before master plan, nothing can <br />be_done_, Most of what Mr. Polzak.said will be addressed in the <br />master plan. Mr. Polzak did not address the master plan - don't' <br />know if .that was on purpose. The`City is not rushing into this. <br />,Anderson said he would also like to address the $70,000 local <br />share. $750,000 is likely to be reimbursed to the City of New <br />Brighton. Don't.knpw where :Polzak got is figure of ,$70,000. <br />When master plan is:'devel.oped, then yes, we want to be sure. <br />but we have to take. a ; step now. <br />Cobb said the Statement of,.Understanding is fine. The joint <br />powers agreement is specific. ,The City,is,responsible and the <br />County,is not committed <br />Anderson said on the 1984 termination date, it will be renegotiated. <br />Master plan will not terminate. <br />Cobb stated he would like the July lst minutes to be ;corrected <br />stating that he had asked fora copy of the point powers' agreement <br />• and never received one. Said he was told staff would mail him one <br />but he never received it <br />Anderson apologized for the mistake. He understood that Cobb was <br />going to pick up the copy.
