NEW BRLGHTON PARK BOARD MINUTES <br />JULY 1, 19.81 <br />I. The meeting was .called to order at 7:30 p.m. by Chairperson Gunderman. <br />II. Members gr.esent: Carlson, Dahl, Grimshaw, Gunderman, Hogan, Johnson., <br />.Olson, Van Hatten, Council Representative Schmidt <br />Members absent: Solberg <br />III. Minutes of June 3, 1.981 meeting were approved as submitted.. <br />IV. Correspondence <br />A. Council Report <br />Schmidt said there was nothing specific relating to the Park <br />Board. Roger Williams is the new Planning Commission Chairman.. <br />Becker-Carpet is adding on to their building. .Zoning revision <br />to the ordinance is completed.. There was a Downtown Development <br />meeting on June 24th. No new input. There will be a public <br />hearing on July 14th. The liquor lounge-wine at Palmer Drive <br />store was discussed. The 4th. of July celebration was discussed. <br />The developers need a feasibility update for the.hotel. The study <br />is not vaild after 60 days. <br />Van Hatten commented that there was not much new input on the <br />Downtown Development. There have been no changes in the plans. <br />There are no spcific plans for the park as far as this phase <br />goes. <br />V. New Business <br />A. Long Lake Joint Pow~'sAgreement <br />Anderson stated the City has been discussing with Ramsey County <br />and Met Council for the past two years, the potential uses of Long <br />Lake Park. In 1978 a concept. plan was approved. At that time it <br />had not been decided if the County and City parcels would be joined. <br />City asked the County in July 1981 for a decision. Didn't get it. <br />The City asked again later in the fall with no response. In May, <br />1981 the City asked for implementing agency status. Metro Council <br />Parks and Open Space Commission suggested we go back to Ramsey <br />County and renegotiate. The proposal is.no~ approved:by the County. <br />Met Council received_the joint powers agreement and approved the <br />concept. Now it needs New Brighton's approval. New Brighton will <br />provide Police, Fire protection and. operate the beach. Costs would <br />go up but .not significantly. One other aspect of the joint powers <br />agreement is that Met Council buys out New Brighton~s interest in <br />the park after completion of the plan. We have $600,000-$1,000,000 <br />we are likely. to recover from Met Council but will require negotiations. <br />More than likely the money will go into park development or main- <br />tenance.. Construction is to begin in 1982. The master plan will <br />take 2-5 months to complete. The process is designed to flesh out <br />the joint powers agreement. Things to be defined in the master <br />plan are costs,. maintenance, what kinds of standards, etc. Ramsey. <br />County staff members will be the park planners. New Brighton will <br />
