Anything that goes into the park will have to have the three agency approval; Ramsey County,- Met Council and New Brighton. There will be no great increase in cost for New Brighton.. Anderson said he feels the proposal is a good one. Gunderman asked if the Ramsey County Board of Commissioners and Met Council have approved. Anderson said yes both have.:. Gunderman asked how this plan is different from the one we submitted. Anderson said it isn't much different. Johnson commented that on this proposal Ramsey County owns and. operates the whole thing. Gunderman asked what control the City will have of the park. Anderson said in the master plan which will be an extensive document. Gunderman asked what would happen if Ramsey County did not meet terms of the agreement. Anderson said that was not likely. Johnson asked what would happen if it was not maintained properly. Anderson said the agreement is to be renewed in 1984. Johnson asked what the City could do if Ramsey County did not meet the agreement. Anderson said little except they will not be living up to their own agreement. The same would be true in the reverse. If we couldn't operate the beach after two years, there is little Ramsey County could do. Johnson said he doesn't feel comfortable with it. We will lose control over what happens to it. Olson said the City has no control - no recourse. Anderson commented that we do have control. But not over mainten- ance and operation. Johnson said there is nothing that says the operation and mainten- ance be to the satisfaction of New Brighton. Carlson commented that in the master plan there will be guidelines for operation. Anderson said there is no absolute control to force them to live up to what we want.
