July 1, 1981. Park Board Minutes <br />Page 2 <br />have full partnership. in the master planning process. If every- <br />thing goes well, construction could start next year. Anything <br />that goes into the park will have to have the three agency approval; <br />Ramsey County,- Met Council and New Brighton. There will be no great <br />increase in cost for New Brighton.. Anderson said he feels the proposal <br />is a good one. <br />Gunderman asked if the Ramsey County Board of Commissioners and <br />Met Council have approved. <br />Anderson said yes both have.:. <br />Gunderman asked how this plan is different from the one we submitted. <br />Anderson said it isn't much different. <br />Johnson commented that on this proposal Ramsey County owns and. <br />operates the whole thing. <br />Gunderman asked what control the City will have of the park. <br />Anderson said in the master plan which will be an extensive document. <br />Gunderman asked what would happen if Ramsey County did not meet <br />terms of the agreement. <br />Anderson said that was not likely. <br />Johnson asked what would happen if it was not maintained properly. <br />Anderson said the agreement is to be renewed in 1984. <br />Johnson asked what the City could do if Ramsey County did not meet <br />the agreement. <br />Anderson said little except they will not be living up to their <br />own agreement. The same would be true in the reverse. If we <br />couldn't operate the beach after two years, there is little Ramsey <br />County could do. <br />Johnson said he doesn't feel comfortable with it. We will lose <br />control over what happens to it. <br />Olson said the City has no control - no recourse. <br />Anderson commented that we do have control. But not over mainten- <br />ance and operation. <br />Johnson said there is nothing that says the operation and mainten- <br />ance be to the satisfaction of New Brighton. <br />Carlson commented that in the master plan there will be guidelines <br />for operation. <br />Anderson said there is no absolute control to force them to live <br />up to what we want. <br />
