July 1, 1981 Park Board Minutes <br />Page 3 <br />Carlson suggested having a clause put. in that the money we have <br />put in could be put in escrow to have a buy-out option. <br />Anderson was not certain whether that would work or not. <br />Van Hatten said that in 198.4 they have the land. What the City <br />says then won`t-matter. <br />Anderson said we won't have the money until-about 1983. It might <br />be appropriate not to recieve the money until 1984.. Ramsey County <br />won't mind but Met Council may not like it. They have been looking <br />for something final. <br />Carlson said there are too many hours put in trying to work out a <br />plan. Hate to see us lose it all. Like to have an escape clause <br />for the City. <br />Anderson said-there is one escape and that is if .there is not <br />agreement between the three agencies on the master plan there <br />will be no development. <br />Carlson said that the escape if for development but not for operation <br />and maintenance. <br />Van Hatten stated we could do operation and maintenance if they <br />don't. <br />Anderson said that in one respect it is referred to in the joint <br />powers agreement. It states that if Ramsey County needs our help <br />in maintenance we could help if we choose to. <br />Johnson stated that item 4a of the draft scares him. We can put <br />in extra money for what the County can't afford. <br />Van Hatten said we don't have any way of judging what the County <br />can provide in .maintenance and operation. <br />City Manager, Jim Fornell commented that on page 2 that is explained. <br />Van Hatten said there is no other regional park that the County <br />maintains that the City can compare it too, <br />Johnson said we could say other regional (in other counties) and <br />county parks. <br />Van Hatten commented that he would like to change number 2 of the <br />joint powers agreement. The changes would be to add the words <br />"and County" after "...provided at other regional" and change the <br />words "implementing agency" to "responsible." <br />Van Hatten commented that the City as a whole comes out the winner <br />if the development is to our satisfaction, A11 we did is keep the <br />land open. I~ they don't do what we want we change it, It sounds <br />good. <br />
