July 1, 1981 Park Board Minutes
Page 4
Hogan said that two years ago he probably would have had no objection.
What. would stop the County from getting the master plan approved and
then chuck the whole thing.
Anderson commented that it would take no more fox them to do it
than the City to do it.
Hogan-said he doesn't trust them.
Carlson stated again that he wants a pull-back clause. Wants some
way to gain the land back if things don't go the way we .want. He
.feels it is very important. He does trust Ramsey County but with
budget cuts, etc., they do strange things as we've seen in-the past.
Anderson said he thi.n`ks we_eould put the clause. in, but we cannot
define a level of maintenance and.operation in the joint powers
agreement. Doesn't see it happening in his opinion.
Gunderman said the ownership would not change hands until 1984.
Grimshaw agreed with Carlson, he would like to see it start moving
but wait until further down the line. Buy-back clause should be
added at a later date after we see. if the operation and maintenance
meets our agreement.
Anderson mentioned that there is a task .force working on ways to
fund maintenance and operation. It will go to Met Council in
September, 1981. They have committed themselves to funding
operation and maintenance of regional parks. If this happens,
chances are Ramsey County will not have a problem meeting the
operation and maintenance of the park.
Carlson asked if the County staff has given any indication of
backing off any of the items in the approved concept plan, if so
which ones.
Anderson said the only ones he is aware of are the nature center
which is not feasible and another-was the day camping. Those are
both on the Rush. Lake porfi;on~ of the site.
Dahl asked if it is necessary for Ramsey County, being implementing
agency, to own the land. Can't New Brighton retain ownership.
Anderson said we could lease it but can't conceive Met Council
giving $3,000,000 to Ramsey County to spend on leased land.
Johnson asked if this maintenance part was new.
Anderson said it has been discussed for a year and a half.
Johnsen said if we went to Ramsey County and sold it, is it legal?
Anderson said-yes as long as it is used for a park.
Dahl asked if there are options to sell at different times along
the way.
