July 1, 1981 Park Board Minutes Page 4 " <br />Hogan said that two years ago he probably would have had no object' n_ <br />What would stop the County from getting the master plan approved a~ <br />then chuck the whole thing. <br />Anderson commented that it would take no more for them to do it <br />than the City to do it. <br />Hogan said he doesn't trust them. <br />Carlson stated again that he wants a pull-back clause. Wants some <br />way to gain the land back if things don't go the way we .want. He <br />feels it is very important. He does trust Ramsey County but with <br />budget cuts, etc., they do strange things as we've seen in the past. <br />Anderson said he thinks we could put the clause in, but we cannot <br />define a level of maintenance and operation in the joint powers <br />agreement. Doesn't see it happening in his opinion. <br />Gunderman said the ownership would not change hands until 1984. <br />Grimshaw agreed with Carlson, he would like to see it start moving <br />but wait until further down the line. Buy-back clause should be <br />added at a later date after we see if the operation and maintenance <br />meets our agreement. <br />Anderson mentioned that there is a task force working on ways to • <br />fund maintenance and operation. It will go to Met Council in <br />September, 1981. They have committed themselves to funding <br />operation and maintenance of regional parks. If this happens, <br />chances are Ramsey County will not have a problem meeting the <br />operation and maintenance of the park. <br />Carlson asked if the County staff has given any indication of <br />backing off any of the items in the approved concept plan, if so <br />which ones. <br />Anderson said the only ones he is aware of are the nature center <br />which is not feasible and another was .the day camping. Those are <br />both on the Rush Lake portion of the site. <br />Dahl asked if it is necessary far Ramsey County, being implementing <br />agency, to own the land. Can't New Brighton retain ownership. <br />Anderson said we could lease it but can't conceive Met Council <br />giving $3,000,000 to Ramsey County to spend. on leased land. <br />Johnson asked if this maintenance part was new. <br />Anderson said it has been discussed for a year and a half. <br />Johnson said if we went to Ramsey County .and sold it, is it legal? <br />Anderson said yes as long as it is used for a park. • <br />Dahl asked if there are options to sell at different times along <br />the way. <br />
