Comprehensive .Plan Review (Demographics) <br />Anderson said he used the information Johnson gathered from <br />his research and also .information from the school district. <br />The plan is drafted. Will be retyped and sent to the Planning <br />Commission and staff and then back to the Park Board. It will <br />be cleaned up again and then off to the Council. All the <br />mapping is done. It is pretty well completed. <br />Carlson asked-what kind of binding will. be used. <br />Anderson said it hasn't been decided yet if it will be done <br />professionally or done in-house. <br />Carlson said he was concerned because with the Long Lake portion <br />not being completed yet, perhaps it could be bound in a way that <br />it could be added later. <br />C. Ice Surface Debris <br />Van Hatten said he talked to the scout groups and they prefer <br />to wait until December to discuss the-clean up. <br />It .will be put on the agenda again in September. <br />D. Downtown Development <br />Van Hatten said he attended the Downtown Development meeting <br />June 2, 1981. ..The developer has come up with a proposal similar <br />to the last one. It is now ready for-Phase I which includes three <br />buildings; one on the southeast corner, Liquor store on the the <br />northwest corner of the intersection. .From the figures-worked <br />up, there will be a net surplus of $15,000-$25,000/year for tax <br />increment in Phase I. That extra money will be used for the <br />next phase of development.. Two buildings are office buildings <br />from 10th to approximately the restaurant. but not including the <br />restaurant. Also along the back of the service station there <br />will be parking from 4th Ave. up to 10th. Possibly some of the <br />parking will go into the park... There won't be enough parking <br />to get the thing-off the ground so money could be used for parking <br />in the. next phase. <br />There wi l be some kind of filtration system put in next to <br />Waldochs for water going into Long-Lake. <br />Van Hatten said the banks haee agreed to $3 million with New <br />Brighton State Bank being the lead bank. They-are trying to get <br />a bank into the development area. <br />E. Donation Use (Basic Industries and Micom) <br />Gunderman asked if the puppet wagon was off the Council agenda. <br />Schmidt said yes, one of the Council members was missing and <br />he took it off"the agenda. <br />
