May 6, 1981 Park Board Minutes <br />Page 4 <br />Van Hatten said he doesn't feel the motion is proper but he will <br />check into the scout troups, etc. and try to report by the next <br />meeting. <br />C. Long Lake - Met Council <br />Anderson met with the Met Council Parks and Open Space Commission <br />on Monday, May 4th. They discussed Long Lake at length but took <br />no .action. Action was delayed for two weeks. The following day <br />Anderson met with the Metro Council Ramsey County staff. At that <br />meeting it was suggested by Met Council Parks and Open Space staff <br />that New Brighton be granted implementing agency for four years. <br />They are reluctant to reverse their policy since they have refused <br />other cities. They will review the policy in 1984. They do this <br />every four years. If any of the three parties does not like it, <br />they can change it. Then we should not see much maintenance and <br />operation costs in the first four years. Development will be done <br />first. <br />Dahl stated she understands there is a task force working in ways <br />to find maintenance and operation funds. <br />Anderson said they are working on a way to come up with money for <br />maintenance and operation of these parks. Mayor Senden is on the <br />task force. <br />Dahl said the commissioners said they were against cities as im- <br />plementing agencies because we don't have the tax base. • <br />Anderson said they have a resolution from Ramsey County stating <br />they cannot do it and they have one from Drew Brighton stating we ~n. <br />Dahl stated she talked to Patricia Wirtanen and Kay Banitt who is. <br />a new commissioner. Dahl feels now she has her thinking. At the <br />end of the conversation Dahl felt she at least left her with a <br />better understanding of our attempts and background. <br />Carlson said Carroll was no longer on the Commission. He also <br />spoke with Kay Banitt after Dahl did and she was very open and <br />concerned but she is new and didn't know what she could do to <br />help. <br />Anderson said Perovich and Enk may be unwilling to change their <br />positions. The other four members are relatively new and didn't <br />even ask questions at the meeting. Rolf Svendsen is sympathetic <br />to us. Most of our support lies in the quieter people..- Our con- <br />tacts will do some good; maybe .not immediately but in the long run. <br />Van Hatten asked how long we will be able to continue, doing this. <br />Anderson said they will come to us with a proposal and we can refuse <br />it if we want. If we do refuse, they may try to take it to a higher <br />level (.the Council). <br />Dahl asked if the Cit could o to the Count they could intercede. <br />Y g Y <br />Anderson said yes. There is no problem with the staff, only with <br />the County Board. <br />
