May 6, 1981 Park Board. Minutes Page 4 Van Hatten said he doesn't feel. the motion is proper but he will check into the scout troups, etc. and try to report by the. next meeting. C. Long Lake - Met Council Anderson met with the Met .Council Parks and Open Space Commission on Monday, May 4th.. They discussed Lang Lake at length but took no action. Action was delayed for two weeks. The following day Anderson met with the Metro Council Ramsey County staff. At that meeting it was suggested by Met Council Parks and Open .Space staff that New Brighton be granted implementing agency .f or four years. They are reluctant to reverse their policy since they have refused other cities. They will .review the policy in 1984. They do this every four years. If any of the three parties does:not like it, they can change it. Then we should not see much maintenance and operation costs in the first .four years. Development will be done first. Dahl stated she understands there is a task force working in ways to find maintenance and operation funds.. Anderson said they are working on a way to come up with money for maintenance and operation of these parks. .Mayor Senden is on the task force.. Dahl ..said the commissioners -said they were against cities as im- plementing agencies because we don't have the tax base. Anderson said they have a resolution from. Ramsey County stating they cannot do it and they have one from rTew Brighton stating we can. Dahl stated she talked to Patricia F~7irtanen and Kay Banitt who is a new commissioner._-Dahl feels now she has her thinking. At the end of .the conversation Dahl felt she at least left her with a better understanding of .our attempts and background. Carlson said Carroll was no longer on the Commission. He also spoke with. ..Kay Banitt after Dahl did and she was very open and concerned but she is new and didn't know what she could do to help. Anderson said Perovich and Enk may be unwilling to change their positions. The other four members are relatively new and didn't even ask questions at the meeting. Rolf Svendsen is sympathetic to us. Most: of our support lies in the quieter people. Our con- tacts will do some good; maybe not immediately but in.the long run. Van Hatten asked how long we will be able to continue doing this. Anderson said they will come to us with a proposal anal we can refuse. it if we want. If we do refuse, they may try to take it to a higher level (the Council). Dahl asked if the-City could go to the County, they could intercede. Anderson said yes. There is no problem with the staff, only with the County Board.
