May 6, 1981 Park Board Minutes Page 5 <br />Van Hatten asked if there was. a higher authority. <br />Anderson said yes, Met Council and we will be there this summer. <br />Anderson said he suggested the .Park Board wait until the latest <br />staff report is received from Met Council. <br />Carlson said if they would take an honest vote, we would have it. <br />Anderson said there is a meeting on Monday, May 18th, 3:00 p.m. <br />at-the Metro Square Building in St. Paul. They usually last <br />about an hour. <br />VI. Old Business <br />A. Comprehensive Plan Review (Demographics) <br />Anderson said he did not .have it ready. <br />B. Downtown Development (Land Swap) <br />Anderson said that at the last meeting Gunderman-brought up the <br />idea of considering putting a ballfield in the area by Hypro.. <br />Anderson said he ran it by the staff and some Council. members and. <br />has had some interest. The City does have a parcel south of Hypro <br />and .we could trade that parcel for what Hypro has. We could put <br />in ballfields and soccer fields. Hypro could use it also. Anderson <br />said he likes the .idea. Would like to set up a meeting with the <br />church and see what. they think. Anderson said he would like the <br />Park ..Board's reaction. <br />Hogan feels it's a good idea.. Last week his concern was that the <br />whole park-would be moved . Having a ball diamond there is a-good <br />idea. Most people would be willing to drive a short distance for <br />ball games. <br />Van Hatten said he was. at the Downtown development meet,ingand ,it <br />was very interesting. The proposal by Kraus-Anderson is a high <br />intensity one. There will be two buildings between here and the <br />gas station, across 10th Street will be a hotel, across from the <br />hotel will be something else. All the buildings will have a <br />common theme. There will be a three and four-floor residence or <br />offices. There was a proposal from a medical .firm who wanted to <br />put low income elderly in one or more buildings. Everything from <br />5th to 6th would be parking lot or commercial. 4th. will go through <br />as access to parking and go all the way to 10th. The plaza was <br />facing northwest and would get all the sun and all the wind. The <br />committee suggested moving the hotel. by the freeway because the- <br />soil is better and it won't cost as much. The park may be looking <br />at an exchange in the future phase. The entire section .from 8th <br />to 10th will be Veterans. On the other side of 10th will also be <br />designed as open space and tie in with the park, A jogging trail, <br />etc.. could be put in. Van Hatten expressed concerns that the park <br />was viewed as Downtown proper but that's not how they. have it. <br />The park is not part of the Downtown district. Vane-Hatten felt <br />as though the developer thought the park was in the way and wished <br />it weren't there. Plans did show a ballfield at Vets. <br />
